The dossiers distinguish specific documented acts: provided banking, made a payment, arranged travel, scheduled a meeting, completed a visit, introduced a donor, received a proposed bequest, gave testimony, or was accused by a named source. Contact, allegation, charge, conviction, and civil settlement are different evidence states. Bates-number gaps are not proof of removal.
